Grand Jury Declines to Indict Officer Involved in Deadly Police Shooting
Authorities have announced that a Cobb County grand jury has declined to indict the officer involved in a deadly police shooting. The incident occurred on August 18, 2021, in Marietta, Georgia, and resulted in the death of Devonte Brown.
Former Cobb police Chief Tim Cox stated that the police chase leading to the shooting began when officers attempted to pull over Brown for driving erratically. Initially, authorities believed the vehicle was stolen, but Cox clarified that it was Brown’s driving behavior that prompted the stop.

In a disturbing cellphone video of the incident, Brown can be seen reversing his vehicle and then driving forward, crashing into squad cars in an apparent attempt to escape.
Officer McConnell, identified in the video, can be heard shouting, “Get your hands up. Get your (expletive) hands up,” before firing 12 rounds into Brown’s window.
Although other officers were present at the scene, McConnell was the only one who discharged his weapon.
After firing, McConnell is heard saying, “Son of a (expletive),” before informing his colleagues that he is reloading his gun.
With his gun still aimed at the car, McConnell calls for an ambulance and firefighters, as it becomes evident that Brown has been shot multiple times. Officers nearby mention Brown’s “agonal breathing,” indicating his critical condition.
McConnell instructs dispatchers to start medical assistance quickly, stating that firefighters may need to extract Brown from the vehicle.
Following the shooting, McConnell can be heard cursing several times.
At one point, he says, “I shot him. I’m the only one who shot.”
Some of McConnell’s colleagues check on his well-being, and one coworker even hugs him towards the end of the 11½-minute video.
Brown was transported to the hospital, where he was pronounced dead.
Authorities reported that during the chase, one officer sustained minor injuries after being struck by Brown’s car. It remains unclear if this occurred prior to the shooting. A handgun was recovered from Brown’s vehicle, but it has not been confirmed if he ever pointed the weapon at the officers.
Officer McConnell has been employed with the Cobb County Police Department since January 2016. No disciplinary history is present in his records.
